Applying from Singapore? Match the state pathway before paying
Visa guide · 2026-08-19 · 5 min read

For an applicant in Singapore, choosing an Australian state starts with whether its pathway accepts your circumstances. An allocation alone cannot answer that question. This archive review concerns the 2026-27 settings described at the time: Tasmania had confirmed places, while the ACT and Queensland still awaited allocations. Those historical positions are not confirmation that a programme is open today.
Compare access before comparing destinations
| Destination | Position in the archive | Decision for an offshore applicant |
|---|---|---|
| Tasmania | Confirmed allocation, with narrower overseas access | Check occupation and eligible job-offer conditions |
| ACT | New application portal; allocation unconfirmed | Separate account preparation from invitation prospects |
| Queensland | Programme awaiting its final allocation | Prepare evidence without assuming applications are open |
Use the official Tasmanian pathway information to check the applicable position before acting. Our analysis of industry demand and migration policy explains why national workforce arguments do not establish individual eligibility.
Read Tasmania's allocation alongside its overseas limits
Tasmania's recorded total was 2,050 places: 1,250 for the Skilled Nominated visa, subclass 190, and 800 for the Skilled Work Regional (Provisional) visa, subclass 491. The previous allocations were 1,200 and 650 respectively. Registrations of Interest reopened on 17 August 2026, with weekly invitation rounds scheduled to begin on 20 August. Registration remained free; the nomination application fee rose to $387 before GST, or $425.70 including GST.
The larger allocation did not mean wider offshore access. The archived settings stopped overseas subclass 491 invitations for that programme year in response to Ministerial Direction 119. Overseas health professionals and teachers with an offer from an eligible Tasmanian employer retained a separate subclass 190 option through the Health or Education Sector Job Offer Pathway.
A pending 491 application would not become a 190 application automatically. The stated process required withdrawal and a fresh Registration of Interest for 190, without assurance of another invitation. A Singapore address, qualification or employment testimonial could not replace the pathway's job-offer condition.
Distinguish administrative progress from an invitation
The ACT's Migration Application portal launched on 30 July 2026 for Canberra Matrix entries and nomination applications. It introduced multi-factor login, mobile access, live tracking and editing after submission. Existing submissions transferred automatically, but applicants needed a new account with their original email address.
The recorded total fee was $350: $25 for the Matrix and $325 for nomination. A Matrix entry lasted six months, extendable to twelve through an update before expiry. Updating was free but reset the tie-break position, which used the most recent update. Expedited processing for visa or document expiry, or another urgent circumstance, applied only after invitation. It did not accelerate selection.
At that point, the ACT's 2026-27 allocation and invitation schedule remained unconfirmed, and its occupation list was under review. Queensland's programme had also not opened while awaiting its final allocation. Queensland fees effective from 1 July 2026 were $573 offshore and $630.30 including GST onshore, for both 190 and 491 invitees.
Keep the employer route separate
The Far North Queensland Designated Area Migration Agreement, or DAMA, involved employer sponsorship rather than state nomination. The archive described a 50% reduction in certain subclass 186 Employer Nomination Scheme endorsement fees only when bundled with the corresponding subclass 482 Skills in Demand position. It was not a general applicant discount.
Employers were advised to request any needed age and English concessions in the initial endorsement. Adding them later could incur administration fees and delay Department processing. Personal Care Assistant, Nursing Support Worker, and Aged or Disabled Carer remained available at that stage; a proposed removal was on hold. That issue concerned aged care positions, not disability care roles.
Common mistakes when preparing from Singapore
- Treating increased nomination places as permission for every overseas applicant to apply.
- Assuming a portal account or urgent document expiry improves invitation priority.
- Budgeting with an archived fee without confirming the applicable charge.
- Presenting a Singapore award as automatic Australian recognition.

Frequently asked questions
Did Tasmania's additional places reopen offshore 491 invitations?
No. The archived allocation increase sat alongside an offshore restriction; those facts must be read together.
Could an ACT applicant obtain faster selection because a visa was expiring?
The described expedited service operated after invitation. It did not shorten the wait to be invited.
Was Queensland accepting applications under the archived settings?
No. Its programme was awaiting the final allocation, despite the fee changes already taking effect.
Does the DAMA fee reduction apply to every applicant?
No. The archived reduction concerned certain employer endorsement fees and depended on bundling the corresponding positions.
Key takeaways
Check offshore access, occupation and offer conditions before spending on an application. Keep state nomination separate from employer sponsorship, preserve accurate Singapore evidence, and confirm current official settings before using this historical comparison to make a decision.
